Local 351 was chartered in 1941 and is an autonomous affiliate of the International Union of Operating Engineers, whose total membership is approximately 400,000.

Local 351 has approximately 3700 members that work under 51 Collective Bargaining Agreements. The Business Manager along with six Business Representatives, represent Local 351 members in Arkansas, Kansas, New Mexico, Missouri, Oklahoma and Texas. The Local’s main office is located in Borger Texas with additional offices in El Paso Texas, Ardmore Oklahoma, and Artesia New Mexico.

Through representation and negotiating Collective Bargaining Agreements, Local 351 strives to provide the absolute best service a Labor Union can offer to our Union membership by promoting dignity and fairness in the workplace, full-time permanent jobs that provide a living wage with top tier fringe benefits and insuring working conditions that are safe and free from harassment or intimidation.

When labor issues arise, the leadership of Local 351 utilizes the expert attorneys in the field of labor and employment law at the firm of Williams Hart in Houston, Texas.

The role of Union Stewards at each facility are vital in cultivating a productive and respectful relationship between the Union members and their respective employers. Local 351 provides continuing training and education to the Union Stewards to insure each Union Steward understands the role of a Union Steward versus just being an employee of his/her employer.

In addition to representing the current Union membership of Local 351, we are constantly promoting the labor movement by growing the membership of Local 351 by organizing new groups within our jurisdiction.
